Can Tho announces night economic development project


Can Tho’s night economic development project will deploy a pilot model in Ninh Kieu district within two years from 2022-2024, from the time investors are selected.

On May 31, in Can Tho, Ninh Kieu District People’s Committee coordinated with the Department of Culture, Sports and Tourism and related departments to organize a seminar to announce the night economic development project in Can Tho city.

Mr. Nguyen Minh Tuan, Deputy Director of the Department of Culture, Sports and Tourism said that the night economy is increasingly being exploited by many countries and is considered a new economic growth engine.

In Vietnam, the night economy is considered as a new opportunity in the socio-economic development process, in the form of pedestrian streets, shopping malls, food courts, convenience stores, night market, etc.

Despite such many advantages, the current status of night economic activities in Vietnam in general and Can Tho in particular still has many limitations such as monotony and duplication; scale is still fragmented and lack of investment; has not really attracted tourism spending of a part of tourists; especially, there are many potential risks and challenges related to local security, order and social safety.

On the basis of the Prime Minister’s proposal to approve the project of night economic development in Vietnam, on April 28, 2022, the Can Tho City People’s Committee issued Decision No. 1401/QD-UBND on approved “Project on developing night economy in Can Tho city, piloting in Ninh Kieu district”.

Accordingly, Can Tho is piloting to extend the time of organizing service activities from 18:00 p.m to 6:00 a.m. the next day at some attractive tourist spots and areas with favorable conditions to manage operational risks service at night. Activities will include: entertainment, food, shopping and tourism, culture, night sports.

The above types are integrated in night economic models that are now applied by many localities such as walking streets, night markets, general commercial entertainment areas, connecting tour networks. domestic and international calendar…

Contributing at the workshop, most of the delegates said that the trend of night economic development is inevitable, in line with international trends; is a new driving force for economic growth; this is a factor that helps to improve the long-term competitive advantage for Can Tho city but it is still necessary to continue to evaluate the development potential, opportunities, challenges, impact factors from which to have solutions to exploit and suitable development for Can Tho city in the future.

Mr. Tran The Nhu Hiep, Deputy General Director of NHONHO Technology Co., Ltd – the consulting unit to implement the project said that currently, the catering business accounts for 70% of night-time economic activities in Can Tho. Through the preliminary survey, activities focusing on food business accounted for 50%;

Drinks (coffee, milk tea, juice) account for 20%; karaoke accounted for 12%; hotel accounts for 10% and the rest is in the clothing business; in which, more than 80% of establishments have investment capital below 100 million dong, about 13% have investment capital from 100 to 500 million dong and the rest have investment capital over 500 million dong to 1 billion dong.

“With the food business, operating hours are from 14:00 to 00:00; in which, the most crowded operation time is from 16 to 21 hours daily. Business establishments want to be allowed to operate from 0 to 4 am,” said Mr. Hiep.

On the basis of the analysis, many delegates said that, in order for Can Tho’s night economy to develop to achieve the best results, there should be synchronous investment from the locality to the business households. Complete mechanisms and policies to create a unified legal corridor for night-time economic development, such as business types;

Business area, restricted area; operating time; operating license; performance standards; traffic policy; policy on security and order; policies to encourage and support traders, consumers and tourists to participate in night economic activities.

Especially the responsibility, authority among the State management agencies in the management of night economic activities in the area of ​​Can Tho city.

In addition, localities and business households need to have initiatives to associate night-time economic development with cultural development, identifying cultural identities that attract people and tourists. Some ideas are proposed such as: developing traditional cultural performances combined with the construction of markets and commercial centers operating at night in a long-term, overarching strategic vision, …

Nguyen Minh Tuan said, with the implementation of this project, in addition to the expectation that this type of economy will create more jobs, increase income and contribute to economic growth for the city, the project also set targets to effectively exploit the potential of natural and cultural resources; available infrastructure and services to develop night-time economic models in the city;

As well as attracting investment from businesses to develop a variety of products to serve the night economy, raise the society’s awareness of night economic development, ensure the harmony of interests between people. people, enterprises and state management in night economic development.

Accordingly, it will continue to maintain and improve the quality of activities and expand the operating time frame from 6 pm the previous night to 6 am the next morning with existing activities such as street vendors on Phan Chu Trinh street – Phan Boi Chau, Ninh Kieu night market on Vo Van Tan – Nguyen Thai Hoc street, Can Tho food market on Hau river street, Nguyen Trai, Nguyen Viet Hong, Mau Than fashion business route and De Tham street food…

Besides, it will invite investment in locations with potential for night economy development such as the area from the pedestrian bridge to Tran Phu street; area of ​​Le Loi street, Khai Luong embankment area from the pedestrian bridge to cage 3 of Cai Khe Trade Center, Le Binh area of ​​Hung Loi ward and part of the area of Can Tho Promotion Agency (CPA).

In 2024, it is expected to evaluate, learn from piloting and prepare resources for night economic development throughout the city, from 3 to 6 months after the end of pilot activities in Ninh Kieu district.

In 2025, it will be put into operation, replicate and develop night economic models in the remaining districts of Can Tho city./.
