Building a smart city – initial results

The Standing of Can Tho City Committee of the Party has just held a preliminary review of 5 years of implementation of Resolution No. 10-NQ/TU dated April 11, 2017 of the City Committee of the Party ‘On building Can Tho city to develop into a smart city, in the next phase. 2016-2025’ (Resolution 10-NQ/TU). Can Tho City has actively built a smart city to meet development requirements in the new situation.

 

Can Tho city is developing into a smart city, in which there is a priority field – smart traffic

Initial results

After 5 years of organizing and implementing Resolution 10-NQ/TU, the city has issued many documents, projects to build a smart Can Tho city; building a national database on population, deploying a data integration platform (LGSP), building a shared data warehouse ready for data integration and sharing… The city is implementing building the SPP spatial planning platform to serve the management of urban planning and smart city development; to form linkages and take the initiative of enterprises and people with the State to jointly invest in infrastructure, equipment and technology; training, improving professional capacity, creating a solid premise for a smart city. The percentage of people participating in public services through digital platforms is increasing day by day.

Mr. Nguyen Van Hong, Vice Chairman of Can Tho City People’s Committee said that the city implements the resolution in many forms, with diverse information, to create a change in awareness, the role of committees at all levels, government and all party members. Thereby, there have been positive results on 9 contents: building a shared database, smart planning, smart traffic management, smart environment management, smart government – smart business, smart government – smart citizens, smart government – smart services, smart agriculture, political security management – smart social order and safety.

Specifically, the city has built shared databases in 17/18 areas of Resolution No. 10-NQ/TU, including population, labor and family; water supply and drainage; investment; industry; agriculture; construction, housing; commerce; travel; traffic; environment; education – training, human resource development; science and technology – creativity; medical; health insurance, social insurance; order and security – crime; economic growth and the sustainability of development; land. Regarding smart planning, implementing the goal of digital transformation, the natural resources and environment sector is building information systems and large databases of the industry (land database of Ninh Kieu and Binh Thuy, Cai Rang, Phong Dien district…); Can Tho city is also making integrated plans for the period of 2021-2030, with a vision to 2050.

 

Regarding intelligent traffic management, the city has established the Center for Management and Operation of Public Passenger Transport under the Department of Transport. This is an intermediate step (implemented in the period of 2021-2022), towards upgrading to an “Urban Traffic Management Center” of the city, with full functions of a smart city (management of urban traffic in the city center, improving public transport services, manage and operate urban traffic in a smart way for the city, etc.).

 

About smart government – ​​smart businesses, cities are concretized by the PAR Index and Provincial Competitiveness Index (PCI). On that basis, the city deployed the Can Tho City Online Public Services Portal and synchronously upgraded all state administrative agencies from the city to the district and commune levels to look up notification of solution results, process records for citizen organizations, integrate with the general system, collecting online opinions of citizens, organizations and businesses in performing administrative procedures at state administrative agencies…

In the field of construction, the city has developed an architecture of a tree map management information system to assess the current status of urban public green trees in the area. Vietnam Smart Lighting and Energy Saving (SELP) in Can Tho City is funded by the Asian Development Bank (ADB). In the field of education, building a project on smart education and lifelong learning, focusing on foreign language learning in the 2021-2030 period; 100% of schools in the area have implemented updating industry databases; 100% of educational institutions from primary to high school in the city use student management software; deploying some forms of online teaching, smart classroom models… In the health sector, implementing smart health projects, applying information technology in community health; pilot implementation of the family doctor model, associated with electronic health record software, currently about 82% of the city’s population can make electronic health records… In the tourism sector, deploying the Portal travel and smart travel mobile application; developing and integrating digital applications to provide smart travel services; integrated tourist digital map; the application evaluates the level of people’s satisfaction about tourism…

 

Accelerating the implementation of smart city projects

 

Huynh Hoang Men, Director of the Department of Information and Communications of Can Tho City, said: In the context of the 4th industrial revolution, building e-government towards smart cities has become a trend indispensable position, helping state agencies operate effectively, providing public services that bring more convenience to citizens and businesses. Can Tho started implementing e-government in the 2000s; information technology equipment infrastructure, internal network systems of state agencies have been invested and upgraded; data centers, specialized data transmission networks for state agencies have been implemented to the commune level and operated stably; The work of ensuring network information security is focused. The city also piloted the smart city management center; deploying a number of smart fields, such as: health, education and training, vocational training, agriculture, transportation, energy, natural resources and environment, tourism, security …

In order to continue to develop e-government and smart government, following the orientations, tasks and solutions set out in Resolution 10-NQ/TU of the City Party Committee, Mr. Huynh Hoang Men proposed a number of solutions: strengthening propaganda, popularizing and raising awareness about digital transformation, building smart cities, smart government among all civil servants, public employees and businesses. and citizens. At the same time, continue to develop information technology, telecommunications infrastructure, digital platforms and solutions to ensure network information security; complete specialized databases: healthcare, education, enterprises; building spatial data infrastructure on the basis of merging data of all sectors, connecting synchronously to the city’s shared data warehouse to share data, serving the direction and administration of the leaders…

According to Mr. Ngo Anh Tin, Director of the Department of Science and Technology of Can Tho City, implementing Resolution 10-NQ/TU of the City Party Committee, the science and technology sector has actively implemented tasks and solutions to participate advise the City People’s Committee to promulgate programs and plans to deploy scientific research, technology development, and technology transfer 4.0 to serve the development of Can Tho city into a smart city. Accordingly, a project of information technology application has been implemented to serve the registration and retrieval of products and goods in Can Tho city (the city’s key products); deploying 4 city-level topics and projects to serve the transformation of science and technology application. The Department advises the City People’s Committee to issue a plan to support and develop the innovation startup ecosystem of Can Tho City in the 2021-2025 period; is advising on the establishment of the Innovation Center of Can Tho City, connecting with the center of the country

At the conference to review the 5-year implementation of Resolution 10-NQ/TU, Mr. Le Quang Manh, Secretary of the Can Tho City Party Committee, emphasized: Building Can Tho city to develop into a smart city is still in the process of being done just learning, drawing experience and updating additionally. The City Party Committee’s Propaganda Department must coordinate with agencies and the City People’s Committee to absorb the opinions of delegates and conclusions of the City Committee of the Party. Supplementing and updating scientific assessments, knowledge, and approaches according to the goals set out in the Resolution; at the same time promoting the implementation of the smart urban project of Can Tho city.
