The policy and the need to establish a super regional agricultural product center in Can Tho have been decided by the National Assembly, incentive policies and investment incentives are almost ‘opened up’. The remaining problem is sketching the shape, positioning the space, attracting resources, operating the center effectively.
Many expectations, many worries
Resolution 45/2022/QH15 dated January 11, 2022 of the National Assembly stipulating the pilot of a number of specific mechanisms and policies for Can Tho City, assigning the Prime Minister to detail the establishment, organization and operation Center for linkage, production, processing and consumption of agricultural products in the Mekong Delta in Can Tho. The center is an area with definite geographical boundaries, in line with relevant plannings, attracting investment projects in the fields of research, technology application, production, processing and supply of services. services and export of agricultural and aquatic products.
Investment incentive and incentive mechanisms and policies have been piloted for 5 years (2022-2027), and are almost “opened up”. Enterprises with investment projects in the center are entitled to priority regimes in customs procedures and tax procedures in accordance with the provisions of the tax law on imported and exported goods. Apply the corporate income tax (CIT) rate of 10% for a period of 15 years, exempt from CIT for 4 years and reduce 50% of payable tax for the next 9 years; land rent exemption for the period of capital construction up to 3 years, land rent exemption for the next 15 years and a 50% reduction of land rent for the following 7 years.
Can Tho is a grade I urban center directly under the Central Government, with the characteristics of a multi-functional center with attraction and spillover effects to localities in the region. Together with Ho Chi Minh City, this urban area is “two dual nodes” creating an inter-regional development space and at the same time the gateway to the East Sea of the Mekong sub-region. The establishment and effective operation of the regional super-center of agricultural products located in Can Tho is not only important for Can Tho, but also has the effect of pervading, promoting and supporting the development of all regions. in the Mekong Delta region.
At the conference to collect opinions on the project of establishing this center organized by the Ministry of Agriculture and Rural Development in collaboration with People’s Committee of Can Tho City, there were many opinions in agreement, with high expectations that the center would untie the knot, contribute to solving problems for agricultural products. But there are still many confused opinions, unclear about the region as well as the coordination of 13 provinces and cities in the region in the draft project. The shape sketched for the supercenter is similar to that of an industrial park, which is not suitable for the model that needs to be linked with the specialized centers of the provinces in the region.
According to Decision 287/QD-TTg dated February 28, 2022 of the Prime Minister approving the Master Plan for the Mekong Delta region in the period of 2021-2030, with a vision to 2050, will form a general focal point center in Can Tho with the main functions are trade, logistics, research and development, training and technology transfer, deep processing industry, high technology application to add value to agricultural products, especially rice and seafood. The focal points in An Giang and Dong Thap are associated with raw materials for freshwater aquatic products, fruits, and rice in freshwater ecological zones. The focal point in Kien Giang, Ca Mau and Soc Trang is associated with raw material areas for aquatic products in coastal areas. The focal point in Tien Giang and Ben Tre is associated with the main raw material areas of fruits and vegetables.
Therefore, there will be polarization, central fragmentation, and distribution of resources if there is no effective coordination and linkage mechanism. This lack is to be expected in an unidentified supercenter. Not only the shape, the central positioning also needs to be considered. Super center with a scale of 450ha (first phase), expanding to 3,300ha (later phase), located at the “junction” in the districts of Ninh Kieu – Binh Thuy – O Mon has the advantage of being close to the yard. bay, near the existing national highways 91, 91B and the future corridor to the west of Can Tho city, but cannot take advantage of the “front of Hau river” stretching from Cai Rang – Ninh Kieu – Binh Thuy – O Mon – Thot Not.
Multi-value integration center and execution capacity
The launch of the project of a center for linkage, production, processing and consumption of agricultural products in the Mekong Delta is a remarkable effort. Calculations in order to determine the scale, layout of space, mobilize resources, attract investment by incentives and incentives are necessary. But more importantly to “refresh” it by performance. This is a big challenge and responsibility for Can Tho city.
In fact, investment attraction policies have been basically decentralized, delegated to local governments. Can Tho needs, people need is the necessary superiority in accordance with the local practical context, the ability to balance public investment resources and strongly mobilize investment from the whole society, and must be based on local practical capacity. The pilot mechanism can create a new resource, but whether the resource is actually created depends on the execution efficiency enabled.
That requirement requires the ability to organize the apparatus, the effectiveness of implementation of the Can Tho city government, and requires the strengthening of regional and inter-regional linkages to attract resources, spillover effects people and business community. Weaknesses in planning and planning management, especially urban planning, have been revealed in the past time, slow implementation of key projects, and function of a large city that has not yet emerged. overcome when the City is given greater authority, more opportunities are opened, higher requirements and heavier responsibilities.
A regional agricultural product center with outstanding mechanisms and policies is expected not only to increase agricultural output for export, domestic consumption or to solve many jobs, but also needs to be integrated with multiple values. The agricultural product center cannot be a “regional farmers market”, nor simply a “multi-service destination”, but needs to be built into a “Hub” connecting multi-sectors, multi-values, taking science. , digital technology, digital economy, logistics chain, blockchain value, e-commerce, online applications as means and tools to approach, respond, handle problems and proactively clear bottlenecks .
