Can Tho City is actively coordinating with the Ministry of Agriculture and Rural Development and relevant agencies to promote the establishment of a Center for linkage, production, processing and consumption of agricultural products in the Mekong Delta region (Center) in Can Tho City. The establishment of the Center is expected to bring practical effects to stabilize output and increase the value of agricultural products of the region. Promote linkages and effectively exploit the potentials and strengths of the Mekong Delta, helping Can Tho promote its role as a ‘center’ of the region’s development dynamics in the spirit of Resolution 59 of the Politburo and Resolution 45 The National Assembly allows piloting a number of specific mechanisms and policies for the development of Can Tho city.
Opportunity to increase the value of agricultural products
Can Tho has just coordinated with the Ministry of Agriculture and Rural Development to organize a conference to collect comments from central and local ministries, sectors and experts on the scheme of establishing a center for linking, manufacturing, processing and consuming products agriculture in the Mekong Delta in Can Tho City. At this conference, the delegates affirmed that the establishment of the Center is very necessary and has great significance for agricultural development in the Mekong Delta.
Mr. Doan Van Danh, Director of the Department of Agriculture and Rural Development of Ben Tre province, said: “I am very interesting and support the establishment of a Center for linking, producing, processing and consuming agricultural products in the Mekong Delta in Can Tho city according to the guidelines spirit of Resolution 45 of the National Assembly. The establishment of the center will create links among localities, producers and businesses in the production, preservation, processing and consumption processes, helping to stabilize output and improve the agricultural value chain products, overcome the situation of “good harvest, loss of value”. Agricultural products when it comes to the harvest season, if there is a disadvantage in price, they can be brought to the Center for processing and preservation, thereby being more proactive in consumption, waiting for the time to have a good price to sell.
According to Mr. Vuong Quoc Nam, Vice Chairman of Soc Trang Province People’s Committee, the Mekong Delta currently lacks and weak in logistics services for agricultural products, especially for fruits and seafood. Transportation infrastructure is also limited and there is no synchronous connection, so the transportation and consumption of agricultural products in many localities is still difficult and facing a situation that needs to be “rescued” often. Therefore, it is necessary to have close coordination between ministries, branches and localities to promote the early establishment of a center for linkage, production, processing and consumption of agricultural products in the Mekong Delta. At the same time, it is necessary to consider and study thoroughly to clearly define the functions and tasks of the Center, as well as organize the management apparatus, operating model and mechanism of linkage and coordination among localities in the region through the Center in order to promote and effectively exploit the potentials and strengths of the whole region and each locality in the production, processing and consumption of agricultural products.
In order to create favorable conditions for Can Tho City and the Mekong Delta provinces to develop, the Party, National Assembly, Government and Prime Minister have issued many resolutions, conclusions, decrees and decisions on specific mechanisms and policies. for Can Tho City and other provinces in the region. In Resolution No. 45/2022/QH15 dated January 11, 2022, the National Assembly stipulates for pilot a number of specific mechanisms and policies for Can Tho City; including the Center for linkage, production, processing and consumption of agricultural products in the Mekong Delta in Can Tho city. According to Chairman of the People’s Committee of Can Tho City, Mr. Tran Viet Truong, this center aims at the goal of “One destination with many services”. This place has the role of linking farmers – manufacturers and exporters, forming a regional cold storage system… When officially put into operation, the Center will connect and establish a relationship between the place of production. Exporting raw materials to the product processing industry, building brand names, contributing to increasing the amount of exported goods and the added value of products, creating stable job opportunities for many workers in the Mekong Delta. .
In order to promote the establishment of the Center, Can Tho City has established an Implementation Team of the Center’s Establishment Scheme to assign responsibilities of relevant departments and branches and closely coordinate with the Ministry of Agriculture and Rural Development in implementing the following contents. of the Project. According to Deputy Minister of Agriculture and Rural Development Mr. Tran Thanh Nam, the “bottleneck” of the Mekong Delta is the consumption of agricultural products, not the lack of goods. The Government and the National Assembly have determined that the Mekong Delta is a food security area, a key agricultural area of the country, so there must be a center for coordination of production, processing, and consumption. This is a matter that is in line with the wishes and desires of officials and people of the provinces and cities in the Mekong Delta. Deputy Minister Tran Thanh Nam suggested that Can Tho urgently develop a project, try to have a relatively complete draft of the scheme by early June 2022 to continue to collect comments from associations, businesses and organizations international to complete the project.
